Here’s a recap of the latest customs and international trade news:
Customs and Border Protection (CBP)
- U.S. Customs and Border Protection authorized Most types of items are released on or after December 17th through December 31st under the “Delivery Now” program.
- Reminder: On January 11, 2025, CBP will deploy the second version of Section 321 – Enhancements for total shipments up to $800 in the Automated Commercial Environment (ACE). This enhancement will issue a warning in ACE when the minimum freight volume may exceed the $800 per person per day threshold.
- U.S. Customs and Border Protection seized Unapproved electronic nicotine delivery systems worth $81.5 million.
Consumer Product Safety Commission (CPSC)
- The U.S. Consumer Product Safety Commission (CPSC) approved final rule Implement electronic filing of certificate information (eFiling) for regulated imported consumer products and revise the requirements for compliance certificates.
U.S. Food and Drug Administration (FDA)
- U.S. Food and Drug Administration Announce The European Union’s new requirements for the import of honey and other beekeeping products will come into effect on November 29, 2024. EU regulations require that all companies importing beekeeping products (including honey, beeswax, royal jelly, propolis and pollen) into the EU must register with the European Trade Commission Control and Expertise System (TRACES)).
United States Department of Agriculture (USDA)
- USDA Animal and Plant Health Inspection Service (APHIS) import restrictions After the New World screwworm was found in El Salvador’s cattle, the country launched an investigation into animal commodities originating in or transiting El Salvador.
Bureau of Industry and Safety (BIS)
- Bank for International Settlements impose a fine Sued Integra Technologies, Inc. for shipping common high-priority list items to Russia without permission.
- Bank for International Settlements completely for the upcoming round of interagency reviews rule This will impose import restrictions on certain drones and drone parts from China.
United States Trade Representative (USTR)
- Office of the United States Trade Representative release A press release detailing several efforts to hold businesses accountable through trade, specifically through USMCA and forced labor enforcement.
Department of Justice (DOJ)
- Founder of Iranian company arrested for Conspiring to export precision electronic components from the United States to Iran in violation of U.S. export controls and sanctions laws.
- an ontario man convicted Sentenced to 24 months in prison and ordered to pay restitution of US$4,800,870 for trafficking in counterfeit goods.
United States International Trade Commission (USITC)
- U.S. International Trade Commission voted A 337 investigation was launched into certain women’s flat shoes with colored outsoles.
- U.S. International Trade Commission voted Launched a 337 investigation into certain injection molding machines.
- USITC made a determination In its review of soft magnet raw materials from mainland China and Taiwan, the U.S. Department of Commerce believes that revoking existing anti-dumping and countervailing duty orders may lead to the continuation or recurrence of substantial damage. Therefore, existing orders will remain unchanged.
Environmental Protection Agency (EPA)
- Environmental Protection Agency final rule The bill, which takes effect on January 17, will limit and eventually ban the use of perchlorethylene (PCE), a chemical solvent commonly used in dry cleaning. Entities that import or export this substance in bulk form or as part of a mixture or article will be subject to certification requirements under the Toxic Substances Control Act.
National Marine Fisheries Service (NMFS)
- National Weather Service release Notice of Proposed Rulemaking Seeking to Amend Regulations to Streamline Electronic Filing Requirements Relating to Imports of Fish or Fish Products. The proposed rule would allow data from the Certificate of Admissibility (COA) form to be entered electronically into the Automated Commercial Environment (ACE).
