
The German government said the Federal Ministry for Economic Affairs and Climate Action (“BMWK”) will “immediately implement a further package of measures through the Federal Office for Economic Affairs and Export Control (BAFA) to accelerate and optimize export control procedures.” The report said this would ” Promote the export of certain weapons and dual-use products and further simplify the administrative procedures for export control, but the testing standards for export control will not be affected by this.”
BMWK State Secretary Bernhard Kluttig said in a statement: “BMWK and BAFA have agreed to work together from September 2023 to March 2024. These measures are working: since then, both the number of open applications and processing times have dropped significantly. With the fourth package of measures, we have now gone one step further. These targeted measures, including streamlining export control applications and extending the scope of existing general licenses, can significantly improve the efficiency of the approval process while maintaining high testing standards.
BAFA said that through the new measures, “various general licenses (‘AGGs’) will be expanded. AGGs are blanket export licenses for arms that exporters can use without submitting an export application. They apply to the export of specific goods to specific countries.” Non-critical exports, but still subject to approval.
“Recently,” it said, “AGG No. 36 (Naval Equipment for Certain Government End Users). With the implementation of the new package, AGG No. 33 will include additional goods for certain countries.
