The U.S. Department of Defense (“DOD”) has named Chinese technology group Tencent Holdings, electric vehicle battery maker Contemporary Amperex Technology (“CATL”) and shipping giant COSCO Group as companies with ties to the Chinese military.

The notice also removes six previously listed entities, including China Railway Construction Corporation and China State Construction Engineering Corporation, and outlines a process for companies to request reconsideration of their designations.

The Bank for International Settlements said several Chinese research institutions have been designated to be responsible for “the development of hypersonic weapons, the design and modeling of hypersonic vehicles” and to support “China’s civil-military integration efforts.”

The agency also added Pakistan’s Emerging Future Solutions Pty Ltd “for its contributions to Pakistan’s ballistic missile program” and a Myanmar company that provides surveillance support to Myanmar’s military regime.

These designations impose licensing requirements on all U.S.-regulated exports to these entities and adopt a “presumption of denial” review policy.
