A weekly overview of customs and trade news

Here’s a recap of the latest customs and international trade news:

Customs and Border Protection (CBP)

  • U.S. Customs and Border Protection Opened Registration for the Customs Broker Licensing Examination (CBLE) for the October 23rd session will open on Monday, August 12th. The registration deadline is Wednesday, September 11th.
  • U.S. Customs and Border Protection Office of Trade National Commodity Specialists Division (NCSD) release A list of webinars scheduled for September as part of the 2024 NCSD Webinar Series.
  • On August 17, 2024, the U.S. Customs and Border Protection Deploy Updates to the Automated Commercial Environment (ACE) make it mandatory to submit Entry Type (ET) 86 transactions before or upon arrival of goods.
  • Beginning August 14, 2024, U.S. Customs and Border Protection officers will be stationed at all U.S. ports of entry. Suspension Seize tuna and seafood caught by the Taiwanese fishing vessel “Yulong 2”.
  • U.S. Customs and Border Protection Announce Opening the nation’s first and only CBP centralized inspection station with direct access to the airport’s air operations area (AOA). The facility will eliminate the need for additional transportation and significantly increase efficiency.
  • U.S. Customs and Border Protection release An update on some upcoming changes to APHIS core business rules. The update includes a list of specific APHIS rules and a plan for how to address and deploy them.

Bureau of Industry and Security (BIS)

  • Bank for International Settlements release New Compliance Notes: Voluntary disclosure trends relevant to academia to inform export compliance program improvements.
  • Russian-German citizenship Extradition Violated U.S. export controls by illegally exporting sensitive U.S. microelectronics with military applications to Russia.

Office of Foreign Assets Control (OFAC)

  • OFAC has published its FAQ page – Added question about Venezuela General License.
  • Specify updates:

United States International Trade Commission (USITC)

  • U.S. International Trade Commission Announce The United States will make remedial recommendations to the President in its global safeguard investigation into imports of fine-denier polyester staple fibers.

Ministry of Commerce

  • Business Announce It will convene a supply chain summit focused on proactive strategies to strengthen economic competitiveness and national security. The summit will be held on September 10, 2024 in Washington, D.C.
  • U.S. Patent and Trademark Office Hosting Invention-Con 2024. The event provides resources and opportunities to independent inventors, entrepreneurs and small business owners whose success depends on protecting their creative work.

U.S. Food and Drug Administration (FDA)

  • U.S. Food and Drug Administration Updated the list Artificial Intelligence and Machine Learning (AI/ML) Medical Devices. With this update, the FDA has authorized 950 AI/ML-enabled medical devices.
  • The FDA has released a blog Titled FDA India Office Deals with Herbal and Ayurvedic Products. The blog discusses FDA’s perspective on export regulation of Ayurvedic and herbal medicines from India, many of which are based on centuries-old traditional medicine.

World Trade Organization (WTO)

  • China Initiate WTO dispute complaint regarding EU electric vehicle subsidies.

Department of Justice (DoJ)

  • California Man Being sued For illegally exporting aircraft parts to Iran.
  • U.S. Army Intelligence Analyst Confession The charges include conspiracy to obtain and disclose national defense information, export control violations and bribery.
  • Bulgarian nationals Extradition Suspected of illegally exporting sensitive microelectronics originating from the United States to Russia.

Congress

  • Senators Wyden and Loomis Introduction The Fight Against Illegal Goods, Helping Trusted Importers, and Net Profits for America Act. This bill would prohibit the use of de minimis imports on certain types of goods, including those subject to antidumping or countervailing duties and those subject to Section 301, Section 232, or Section 201.
  • Kana Representative Introduction The Modern Steel Act requires the International Trade Commission to study, recommend, and impose ad valorem import duties on foreign carbon-intensive steel that exceeds the U.S. average.

Industry News

  • The United States Court of Appeals for the Federal Circuit on August 13 rule President Donald Trump did not violate the Trade Act of 1974 when he rescinded Section 201 tariffs on bifacial solar panels.
