Vietnam imposes preliminary anti-dumping duties on China
The Vietnam Trade Remedy Agency has issued a decision 460/QD-BCT on 21 February 2025 to implement preliminary anti-dumping tariffs on hot rolling steels (“Advertising rate”) comes from China and India. Therefore, the advertising rate is only applicable to HR management in China. HR from India should not be subject to preliminary advertising rates, as HRS imports from India do not meet the regulatory minimum amount (accounting for total HRS imports 3% of); The national advertising rate is 27.83%There are 16 Chinese manufacturers (and their branches) who receive company-specific advertising rates ranging from 19.38% to 27.83%. Advertising rate should take effect March 8, 2025and should be effective until July 5, 2025. The final conclusion of the investigation is expected to be completed on July 26, 2025.
Vietnam: New proposed decree on customs procedures
The Ministry of Finance (MOF) restored the ordinance on customs procedures for e-commerce goods by releasing a new draft (“Draft laws”) manages various issues in cross-border e-commerce. These issues include customs filers, risk management, data processing, import licensing exemptions, import taxes, customs valuations and customs procedures. The focus of the ordinance is on the following issues: Customs procedures for trading export and import goods through e-commerce, including goods sent through postal and express services Inspections, professional management and tax policies for export and imported goods through e-commerce transactions Electronic customs data processing system for trading exported and imported goods through e-commerce. Owners who provide e-commerce services, transportation companies, customs brokers, margin warehouse commercial enterprises, postal and rapid delivery service providers, credit institutions and other relevant organizations and individuals will be required to comply with this draft statute.
