The U.S. Department of Commerce’s Bureau of Industry and Security (“BIS”) recently announced in an Interim Final Rule (“IFR”) the first proposed export controls aimed at capturing leading quantum technologies. The rule will add 18 new Controlled Classification Numbers (“ECCNs”) to the Commerce Control List. BIS also announced proposed controls on artificial intelligence (“AI”), AI models, advanced semiconductor manufacturing equipment, and additive manufacturing technologies.
