Yesterday, the Biden administration announced that the Commerce Department has proposed new regulations targeting China and Russia. The regulations aim to “prohibit the sale or import of connected cars with certain technologies and prohibit the import of certain parts from related countries.”

While the rule has not yet been finalized, the government is concerned about potential security risks because connected cars “collect sensitive driver and passenger data” and are equipped with cameras and sensors that “record detailed information about America’s infrastructure.”
Given this risk, the proposal targets connected car systems designed, developed, manufactured or supplied by entities with “sufficient ties” to China or Russia. The proposal also focuses on connectivity (including Bluetooth, cellular, satellite and Wi-Fi) and autonomous driving systems.

This is just a brief overview of the proposal we reported on yesterday, but it seems likely that it would cause some friendly fire if it were enacted. In particular, the Chinese-made Buick Envision and Lincoln Nautilus could be banned from entering the United States.
In fact, it sounds like all Chinese cars will be banned from entering the United States, with Reuters quoting the head of the U.S. Department of Commerce’s Office of Information and Communications Technology as saying: “We expect that at this time, any car produced in China and sold in the United States will be banned.” This means that BYD, Polestar and Volvo may also be affected.
It’s worth noting, however, that the rule has not yet been finalized and includes possible exemptions. The White House said these exemptions apply to “smaller automakers” and may be granted “in exceptional circumstances” to “minimize unintended and unnecessary disruption to the industry.” Of course, calling Ford, GM, or Geely small is a stretch.
