Mexico Mandates Telecommunications Infrastructure Reporting

Telecommunications concession and authorization holders and other companies that own or use telecommunications or broadcasting infrastructure are required to provide certain information to the Federal Telecommunications Institute through the National Information and Infrastructure System (Sistema Nacional de Información e Infraestructura (SNII)). The obligation to report this information takes effect from January 2025. SNII is a database that contains information on active infrastructure and means of transmission, passive infrastructure, rights of way, and public and private sites used by operators providing telecommunications or broadcasting services.

Mexican concession and authorization holders are obliged to report information to SNII. The SNII guidelines were released in 2019 and revised twice in 2024, and will be mandatory in January 2025.

Therefore, regulated entities must:

  • Determine the month designated as the deadline for registration of information based on the calendar specified in the guidelines.
  • Identify the telecommunications or broadcasting infrastructure to be registered.
  • Information is updated biannually.

Under the Federal Telecommunications and Broadcasting Law (Ley Federal de Telecomunicaciones y Radiodifusión (LFTR)), the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones (IFT)) has the authority to create and maintain the National Infrastructure Information System (Sistema Nacional de Información). Infrastructure (SNII)). SNII is a geo-referenced national database that contains information on: (i) active infrastructure and means of transmission; (ii) passive infrastructure; (iii) rights of way used by operators providing telecommunications or broadcasting services and public and private Site Rights (“Related information“).

Although the guidance came into force in October 2019, SNII will not start operations until July 2024, after which IFT decided to postpone the start of operations until January 2025. Who is obliged to register information in SNII?

Concession and authorization holders, public bodies that own or use telecommunications or broadcasting infrastructure specified in the Code, and private parties wishing to provide private sites to concession and authorization holders for the provision of public telecommunications or broadcasting services, if applicable )(“regulated entity“) will be responsible for submitting and updating relevant information in SNII.

What information is required to register?

Regulated entities must provide information as noted in the guidance on active infrastructure, transmission media, passive infrastructure, rights of way, and public and private sites that they own or use in order to provide telecommunications or broadcasting services to the public.

When should I register my information?

The obligation to register with the SNII will begin in January 2025. From this date, regulated entities must register relevant information in accordance with the new calendar established after the last revision of the guidance.

The deadline for registering the relevant information in the SNII will be determined based on the final number of the electronic folio issued by the Institute for Tourism Studies in the Public Register of Concessions, as follows:

From July 2025, regulated entities must promptly update the information they register with the SNII. Therefore, even without any modifications, regulated entities will have to re-upload the relevant information every six months in accordance with the calendar set out in the guidelines and the provisions mentioned above.

What if I don’t have an electronic folio?

Regulated entities that do not have an electronic portfolio must process their application at least 30 calendar days before the first initial upload of the information in accordance with the procedures set out in the guidance.
