The National Highway Traffic Safety Administration has proposed a new rule that would change the way vehicles are designed and tested. The proposal focuses on pedestrian safety and could result in significant changes to the hood and grille. The styling changes are expected to reduce fuel efficiency and save only 67 lives per year.
