Worldecr | BIS adds 80 to entity list to limit China AI

The U.S. Department of Industry and Security Agency (“BIS”) announced that on March 26, it added 80 entities from China, the United Arab Emirates (UAE), South Africa, Iran, Taiwan, Taiwan and other activities, from China, the United Arab Emirates (UAE), contrary to U.S. national security and foreign policy. ”

It said: “As part of these measures, BIS is working towards the following goals:

  • Limits the ability of the Communist Party of China (CCP) to acquire and develop high performance and quantum technology for military applications and quantum technology;
  • It has prevented China from developing its supersonic weapons plan;
  • Prevent entities associated with the South African Test Flight Academy (TFASA) from using American items to train Chinese troops;
  • Destroy Iranian self-driving cars (UAVs) and related defense items; and
  • Destroy unfair nuclear activities and the development of ballistic missile programs.

U.S. Commerce Secretary Howard Lutnick said: “Under the strong leadership of President Donald Trump, the Department of Commerce is taking decisive action to protect the United States. We will not allow our opponents to use American technology to enhance their military and threaten American lives.

BIS said the revisions include:

  • There are 12 entities – Under one destination in China and Taiwan destinations, there are 11 entities for the development of the addition of advanced AI, supercomputers and high-performance AI chips, which are closely related to the country’s military industrial complex.
  • The 13 entities, including Chinese destinations, are in order to contribute to unsuitable nuclear activities.
  • Seven entities that contribute to the ballistic missile program
  • 27 Chinese entities were added to obtain or attempt to obtain food in a way that supports China’s military modernization. These entities have a clear connection to the activities of concern, including the development of hypersonic weapons and the design and modeling of vehicles in supersonic flights
  • Seven entities located in China… added to acquire or attempt to acquire the United States – original items to support the advancement of CCP quantum technology capabilities, which have serious consequences for U.S. national security, given the military application of quantum technology.
  • Two Chinese entities…added parties to sell products to entities lists, including Huawei and affiliated entities Hisilicon.
  • Two entities from Iran and China were added to try to buy food projects for Iran’s defense industry and drone programs.
  • Thanks to the link to the South African Test Flight Academy (TFASA), which is ten entities in China, South Africa and the UAE, the party was added to the entity list on June 12, 2023 and trained Chinese military forces using Western and NATO sources.

It said it is modifying an existing entity Dart Aviation under four entries on the list of entities for destinations in France, Iran, Senegal and UK. Modify this entry by adding two other aliases and an additional address. DART Aviation was added to the entity list in 2019 to transfer US-Origin items to approved destinations.
